A Framework for measuring responsiveness

Responsiveness and fair financing are intrinsic goals that complement health, as goals of the health system. Seven elements of responsiveness have been identified. Discussion during an international conference on the measurement of responsiveness, involving 35 experienced researchers, suggested that information and communication are sufficiently important tomerit being a separate element. Many issues within the elements need to be considered further. In the case of dignity more attention needs to be focused on the overlap between human rights issue and dignity within a health system.
